This treatise on corruption is an important work which covers all aspects of corruption in the Philippines. It starts with an historical perspective tracing it from colonial times up to the giddy heights of the MArcos regime and on to the various administrations since. It analyses the various forms of corruption. It looks further at public perceptions and the role of the media. It focuses particularly on the extraordinary large number of institutional measures that have been effective, Indeed if the level of corruption in the Philippines were related to the number of remedial measures, then the Philippine would be one of the least corrupt places on earth. The fact that it is not suggests that there are serious problems with the way anti-corruption measures are implemented. [www.ateneopress.org]
